An in-service vehicle problem creates simultaneous safety, passenger, service, maintenance, and communication decisions. A useful road-call process defines who takes each decision and what information must be confirmed. The goal is not to diagnose by radio; it is to stabilize the situation and coordinate an appropriate response.

Start with location and immediate conditions

Record the vehicle, operator, route or trip, exact location, direction, passenger count, roadway position, observed condition, and whether emergency services are needed. The operator should follow training and the agency’s emergency procedures.

Dispatch should distinguish verified facts from assumptions. If there is an immediate threat to life or safety, call 911 and follow the applicable emergency plan rather than treating the event as an ordinary maintenance delay.

Establish who is directing the response

Name the dispatcher or supervisor coordinating the event, the maintenance contact, and the person authorized to make vehicle and service decisions. Avoid parallel instructions from several managers or informal group messages.

Protect passengers while service is restored

Determine whether passengers remain safely onboard, move to a designated safe location, or transfer under trained staff direction. Consider mobility devices, school transportation responsibilities, communication needs, weather, traffic, and the accessible path between vehicles.

Do not direct passengers to improvise a roadside transfer. The operating team should assess the location and send the appropriate accessible replacement or assistance under its procedures.

Control the service and customer message

Arrange replacement work, protect later trips, notify affected destinations or agencies, and provide passengers with confirmed information. State what is known, what action is underway, and when the next update will be available.

Avoid promising an arrival time before the replacement vehicle and transfer plan are confirmed. Keep the operator focused on safety while dispatch handles broader communications.

Close the event in the systems of record

Document times, notifications, passenger disposition, replacement service, maintenance status, and the person who authorized the vehicle’s next step. A vehicle should return to service only through the established clearance process.
